William J. Vogt is an experienced analyst and consultant on tech policy in non-Western and emerging markets. He is a former Senior Fellow at the Digital Economist, a global think tank, where he completed several in-depth studies of AI in China. He is the author of Foundations of the Chinese Internet, a textbook designed for his courses taught previously at Georgetown University and the Catholic University of America. He is also a former consultant and analyst supporting several federal agencies in the US and American clients doing business in China. He holds two degrees from Georgetown: a Master of Arts in Communication, Culture, and Technology, and a Bachelor of Science degree from the Walsh School of Foreign Service. He is based outside of Washington, DC.
 
Foundations of the Chinese Internet: Calculations, Concepts, Culture is a definitive overview of the unique technological ecosystem forged in China. The book presents an alternative model for the implementation, cultural development, and socially permissible use of advanced information communication technologies (ICTs). The chapters clearly show how China has constructed a unique cyberspace whose background is without parallel in the West, thus providing readers with the tools necessary to better understand Chinese interests, policy preferences, and future technological developments. The text is consequently an important introductory resource to understanding more recent innovations in the globally influential Chinese market, especially in better grasping the foundational ecosystems behind the application of artificial intelligence (AI) in international cyber networks.
